Regular deliveries of light heating oil for the 2026/2027 heating season
Summary
The contract covers estimated recurring deliveries of 115,000 litres of light heating oil for the 2026/2027 heating season to the boiler houses of the Szreńsk cultural centre, health centre, educational facilities complex and volunteer fire station. The quantity is an estimate; actual orders will depend on the contracting authority’s needs, including weather conditions. The contract runs from signature until 30 September 2027. The oil must comply with standard PN-C96024:2011: calorific value of at least 42.6 MJ/kg; pour point no higher than –20°C; flash point of at least 56°C; density at 15°C no higher than 860 kg/m³; kinematic viscosity at 20°C no higher than 6.00 mm²/s; distillation fraction up to 250°C no more than 65% and up to 350°C at least 85%; carbon residue no more than 0.3%, ash no more than 0.01%, sulphur no more than 0.10%, water no more than 200 mg/kg, and solid contaminants no more than 24 mg/kg. The oil must be red. Each delivery must include a current document proving origin and quality, and must be made using a specialist vehicle equipped with a currently certified measuring device. Individual orders will be placed by telephone and must be delivered within the offered period of 1, 2 or 3 days, on weekdays between 8:00 and 15:00; the delivery period may not exceed three days. The bid must state the producer’s published price and a fixed margin or discount. Price changes may reflect changes in the producer’s price or generally applicable legislation, and producer-price changes must be documented. The offer form and the pricing section state different reference dates for the producer’s price (30 September 2026 and 30 October 2026 respectively), so this should be checked in the official tender documents. Award criteria are price (60%), payment period (20%, 14–30 days) and delivery time for individual orders (20%). Bidders must hold a licence to trade in liquid fuels and business-related liability insurance of at least PLN 500,000. The bid must include the required declarations; the highest-ranked bidder must provide, among other items, the licence, proof of paid insurance and registration evidence.
