Granting and servicing a long-term Polish złoty loan to cover the planned 2026 budget deficit
Summary
The tender concerns the provision and servicing of a long-term loan of up to PLN 3,000,000 for Gmina Obrazów to finance its planned 2026 budget deficit. The loan may be drawn during 2026 and must be repaid in full by 31 December 2030. It is to be made available in at least three tranches; there is no charge for any unused amount, and partial or full early repayment is permitted without additional fees. The interest rate is variable and consists of WIBOR 3M plus the fixed bank margin quoted in the bid. Bidders must calculate their offers using the WIBOR 3M rate of 3.85% as at 25 September 2026. The principal repayment schedule provides for four quarterly instalments per year: PLN 112,500 in 2027, PLN 280,000 in 2028, PLN 320,000 in 2029 and PLN 37,500 in 2030. Price is the sole award criterion, weighted at 100%. Bidders must be authorised to conduct banking activities in Poland or have an equivalent legal basis to provide the relevant banking services. No turnover, financial standing or previous-experience thresholds are set. The bid must include the required declarations and completed offer form. A positive opinion from the Regional Chamber of Audit on the ability to repay the requested loan is a condition for drawing down the loan.
