Purchase of an official vehicle

Summary

The Municipality of Reszel is procuring one new, unused mid-to-upper-class passenger car for official duties: either an SUV or a saloon/liftback. The vehicle must be manufactured in 2026, although a 2025 vehicle is also permitted, and delivered to the contracting authority’s premises registered or with the documents needed for registration. The SUV must be at least 4,700 mm long, have a wheelbase of at least 2,750 mm and a luggage capacity of at least 450 litres; its petrol, hybrid or plug-in hybrid powertrain must produce at least 295 hp. The saloon or liftback must be at least 4,800 mm long, have a wheelbase of at least 2,750 mm and luggage capacity of at least 450 litres, and have a petrol engine producing at least 250 hp. Both options must have an automatic transmission. The vehicle must have at least five seats, left-hand drive and EU road approval, an eligible metallic exterior colour and dark-coloured fabric or leather upholstery. Required equipment includes at least dual-zone automatic climate control, a touchscreen multimedia system with GPS navigation, a reversing camera and front and rear parking sensors, cruise control, LED headlights, keyless starting, heated front seats (also ventilated if leather upholstery is supplied), Apple CarPlay, Android Auto or an equivalent phone-connection system, at least six airbags, the specified safety systems, alloy wheels of at least 18 inches and sets of summer and winter tyres. The emissions standard must be EURO 6 or higher. The vehicle must have a mechanical warranty of at least 5 years or 100,000 km, an anti-perforation bodywork warranty of at least 10 years and roadside assistance for at least 24 months. Delivery is due within 80 days of contract signing. Bidders may offer delivery within 80, 60 or 30 days; shorter delivery times score more points. Price accounts for 60% and delivery time for 40% of the evaluation. Offering a delivery time other than those three may result in rejection. The bid must be submitted electronically in Polish, signed and accompanied by the required declarations. No minimum turnover, previous-experience or professional-capability requirements are set.
