Purchase of a wheeled excavator with attachments

Summary

The contract is for the supply of one new, 2026-manufactured wheeled excavator as a complete package with attachments: a hydraulic tilting quick coupler, 600 mm and 1,000 mm toothed digging buckets, a rigid 1,800 mm grading bucket, and a forestry mulcher. The excavator must have an operating mass of 13.5–14.5 tonnes, engine output of at least 95 hp and emissions performance of at least EU Stage V or equivalent. Requirements also include hydraulic pump output of at least 220 l/min, bucket digging force of at least 70 kN, arm digging force of at least 45 kN and camera coverage of at least 270 degrees. The mulcher must have a working width of 120–125 cm and handle wood at least 14 cm in diameter. The supplier must deliver the equipment, calibrate the hydraulics for the buckets and mulcher and provide measurement records, perform the initial service, and train the contracting authority’s staff. Delivery is due by 10 December 2026. The minimum warranty is 24 months or 3,000 operating hours, whichever comes first; additional warranty is scored. Price is worth 60 points and additional warranty 40 points. The offer must include a PLN 13,000 tender guarantee and a declaration confirming the absence of exclusion grounds.
