Supply of three mobile water treatment stations under the Population Protection and Civil Defence Programme

Summary

The procurement covers three new mobile water treatment stations manufactured in 2026 for a population protection and civil defence programme. The stations must treat both water from water-supply intakes and surface water from water bodies. Capacity for surface-water treatment must be at least 600 litres per hour, using at least three filtration stages: microfiltration, a carbon filter and ultrafiltration. Each unit must support 230 V mains power, have a built-in battery of at least 12 V and 60 Ah capable of powering the unit for at least four hours without an external power source, and be compatible with a generator. The equipment must bear CE marking and have a declaration of conformity; operating and warranty documents must be in Polish. Each station must include the hoses needed for connection and use, as well as accessories: an extension lead at least 50 m long, rated 230 V and 16 A, with at least two sockets; a suction hose at least 10 m long with a suction strainer; a drinking-water delivery hose at least 10 m long; and two sets of spare filters. The bidder must deliver the equipment at its own cost and risk to an address specified by the contracting authority within 30 calendar days of contract signature. The warranty must be at least 24 months. Warranty and post-warranty service must be available in Poland, with a service response time of no more than five working days after a fault is reported. The bidder must demonstrate that, during the previous three years, it delivered at least one new mobile water treatment station with a capacity of at least 600 litres per hour, and must declare that it is the manufacturer or an authorised representative of the manufacturer of the offered station. The bid must include the completed technical-parameters table and the required exclusion declaration. Offers are evaluated on price (60 points) and warranty period (40 points): at least 48 months earns 40 points, at least 36 months earns 20, and 24 months earns 0. An offer with a warranty shorter than 24 months will be rejected.
