Banking services for the budget of Rzeczyca Municipality and its organisational units, 2027–2029

Summary

The contract covers comprehensive banking services for the budget of Rzeczyca Municipality and its organisational units from 1 January 2027 to 31 December 2029. The service covers the municipal administration, primary school, social welfare centre and cultural centre. The bank must open, maintain and close current and auxiliary accounts, including foreign-currency and special-purpose accounts; handle cash deposits and withdrawals, transfers and bulk payments; provide electronic banking and cash-desk services; and pay social benefits. The bank must also enable overnight deposits and an overdraft facility up to the amount authorised in the municipality’s annual budget resolution. The procurement is not divided into lots, and account and credit services must be provided by a single bank. From 1 January 2027 and throughout the contract, the bank must operate a service outlet in Rzeczyca, open on working days at least from 8:00 to 15:00; the bank arranges and pays for any cash transport and insurance. Staff providing cash-desk, deposit and credit services must be employed under employment contracts. Bidders must hold authorisation to conduct banking activities in Poland. Bids are evaluated on price (70%), interest on deposits in the municipality’s current and auxiliary accounts (10%), and overnight deposit interest (20%).
