Security for property, the building and people at the District Court in Brzesko, with alarm monitoring

Summary

The procurement covers physical security for the property, building and people at the District Court in Brzesko, together with electronic monitoring of the building’s alarm and fire signals, for 12 months starting no earlier than 1 January 2027. Staffing is required Monday to Friday: one guard from 7:00 to 8:00, two from 8:00 to 16:00, and one from 16:00 to 20:00; the estimated service volume is 5,271 hours. Duties include access and visitor checks, patrols, operating security equipment, safeguarding keys and responding to alarms. Alarm signals must be monitored from 20:00 to 7:00 on working days and around the clock on non-working days. The location and safety of a lone guard on duty must be monitored, with a means of contacting that guard; an intervention team of at least two armed guards must be available 24/7 and able to arrive within 10 minutes. Only a bid for the complete service is permitted; bids for individual parts are not allowed, and price is the only award criterion. The bidder must hold the required security-services licence, have liability insurance of at least PLN 1,000,000 and demonstrate experience with at least two qualifying security services for public-use buildings, meeting the required duration and value, during the previous three years. The bid must include the required form and declarations; the selected bidder must also provide evidence of its licence, insurance and previous services. Direct physical security must generally be performed by qualified guards employed under employment contracts, and detailed staff health, training and equipment requirements apply.
