Purchase and successive delivery of LPG to the AUTOGAZ station in Hrubieszów

Summary

The procurement is for approximately 200,000 dm³ of liquefied petroleum gas (LPG) for PGKiM’s AUTOGAZ station in Hrubieszów. Deliveries will be made as required over 12 months, or until the contracted volume or maximum contract value is reached. Each delivery will be between 3,000 and 7,000 dm³ and must be made on weekdays between 7:00 and 14:00, no later than two working days after an order is placed. The supplier is responsible for arranging and bearing the cost and risk of delivery. The quantity may vary according to the buyer’s needs: the base quantity will not be less than 50% of the estimate, and the buyer may use an option to adjust the volume by up to ±20%. The LPG must meet Polish quality requirements, including standard PN-EN 589:2019-04. Each delivery must be accompanied by a quality certificate, delivery note and tanker-meter printout; the measuring equipment must be duly verified. The supplier must also provide the transport registration reference number and the recipient’s key. The price will be based on Orlen’s wholesale price for the Lublin region, less the fixed discount offered in the bid. Price is the only award criterion. To participate, bidders must hold a valid LPG trading concession and have at least two properly performed or ongoing LPG delivery contracts from the last three years, each worth at least PLN 300,000 net. A PLN 6,000 tender guarantee is required, and the successful bidder must provide performance security equal to 5% of the total offered price. Before the contract is signed, the successful bidder must provide evidence of liability insurance of at least PLN 500,000 and proof that the premium has been paid.
