Modernisation of the building at 4–6 Owsiana Street – establishment of a domestic violence prevention centre, stage III

Summary

The tender concerns the modernisation of the building at 4–6 Owsiana Street in Wroclaw and the establishment of a domestic violence prevention centre, stage III. The works include demolition, structural, masonry, plastering, flooring, painting, insulation, sanitary and electrical works, as well as the supply and installation of a lift for people with disabilities. The tender must be submitted electronically in Polish by 23 September 2026 at 9:00. No bid guarantee is required. The bidder must have properly completed, within the last 5 years, at least one building construction, modernisation, renovation, alteration or extension contract worth at least PLN 600,000 gross and including structural works, as well as at least one contract worth at least PLN 250,000 gross for vertical insulation using structural or curtain technology. The tender must include the required declarations, tender form and cost schedule and, where applicable, authorisations, consortium or resource-provider documents and an equivalent-materials list. Tenders will be evaluated by price (70%), warranty period (20%) and the number of employees from socially marginalised groups (10%). A warranty shorter than 24 months will lead to rejection; the available scoring levels are 24, 33, 42, 51 and 60 months. The successful bidder must provide performance security equal to 5% of the gross contract price and construction-works liability insurance with a minimum insured sum of PLN 500,000. The notice states a completion period of 140 days from contract signing, while the draft contract states 70 days; this inconsistency should be clarified with the contracting authority.
