Construction of a garage and warehouse building with hardstanding for civil protection and civil defence

Summary

This is a design-and-build contract for a single-storey steel-frame garage and warehouse building in Nowosady, Hajnówka municipality, together with a storage and manoeuvring yard, drainage, fencing, gates, outdoor lighting, electrical installations and video surveillance for civil protection and civil defence resources. The contractor must prepare the complete multidisciplinary design documentation, obtain the required technical conditions, approvals, administrative decisions and building permit, carry out the construction and installations, provide author’s supervision, complete testing and as-built documentation, obtain the documents required for use, and hand over a fully operational facility. The indicative building size is approximately 12 m × 30 m, with a minimum usable floor area of approximately 360 m². The storage and manoeuvring yard must be at least approximately 5,000 m², while the permitted hardstanding area may be up to 15,000 m². The building is expected to be unheated and to include a reinforced-concrete industrial floor, two truck-accessible gates, electrical and emergency lighting, lightning protection, fire-safety systems and video surveillance. The site must include drainage, two sliding entrance gates, a technical pedestrian gate, panel fencing and concertina security wire. Video recordings must be retained for at least 30 days. The contract period is up to 2 months from contract signature, and bids must be submitted by 21 September 2026 at 8:00. Price accounts for 60% and the warranty period for 40%. The offered warranty must be between 36 and 60 months; an offer stating more than 60 months is scored as 60 months, and no stated period is treated as 36 months. No bid guarantee is required, but the successful tenderer must provide a 3% performance security. The contract is not divided into lots and only one bid may be submitted.
