Supply and implementation of a TLS network traffic decryption appliance

Summary

The tender concerns the supply and implementation of a TLS network traffic decryption appliance for the Polish Patent Office. The contract includes delivery, installation, inline configuration, certificate and traffic-policy setup, testing, post-implementation documentation, practical training for at least two administrators in Warsaw, and 12 months of warranty and manufacturer support. The solution must meet detailed technical requirements, including TLS 1.2/1.3 and HTTP/1.1/2 support, inline chaining with at least three security systems, minimum throughput of 4.8 Gbps without external security systems, 3.5 Gbps with one and 2.8 Gbps with two inline security systems, and at least 6,000 new TLS/SSL sessions per second. Participation requires at least one relevant delivery and implementation completed within the last 3 years, a certified engineer for the offered solution, at least one technical person experienced in deploying and configuring TLS decryption appliances in production networks, and authorised-partner status with the manufacturer. The bid must be submitted electronically in Polish by 14 September 2026 at 10:00. Price carries 60% and delivery time 40%; offers exceeding 60 days are rejected, while 60, 50 and 40 days receive 0, 20 and 40 points respectively.
