Modernization of street lighting in the Dobra Municipality

Summary

The tender concerns the modernization of the Dobra Municipality street-lighting system under a design-and-build arrangement. The works include replacing 1,850 inefficient luminaires with new remotely controllable LED luminaires, including 19 luminaires on an overhead line and 1,831 on a cable line; dismantling the existing luminaires; replacing 19 outreach arms; renewing electrical connections, fuses and protective devices; carrying out measurements and photometric tests; programming the control system; preparing design and as-built documentation; and training the users. The system must meet DarkSky requirements, use open standards and support autonomous power reduction after access to the system has expired. The works must be completed within four months of contract signature and no later than 15 December 2026. The bid deadline is 31 August 2026 at 10:00 and the required bid guarantee is PLN 54,000. Bids will be evaluated on price (60%) and service response time (40%): up to 72 hours receives 0 points, up to 48 hours receives 20 points and up to 24 hours receives 40 points; a response time longer than 72 hours leads to rejection. Bidders must meet substantial experience, personnel, equipment, certification and documentation requirements and provide a 120-month warranty and 120 months of free access to the control system.
