Evaluation of five trials involving exemptions from legal provisions

Summary

The procurement concerns the evaluation of five municipal pilot schemes testing exemptions from legal provisions and new ways of organising public responsibilities. The work covers a shared medical service involving four municipalities in Indre Namdal; two Nordre Follo pilots to improve dialogue among officials, elected representatives and residents; cooperation between Vestland County and 18 municipalities in the fields of services for older people and closed archives; and the delegation of decision-making authority in Oslo for reducing or waiving property tax. The evaluation is to continue throughout the pilot period, which may last up to four years, and includes follow-up work for the final report, due by 1 November 2030. The maximum contract budget is NOK 8,000,000 excluding VAT, inclusive of all costs associated with the assignment.
