Summary

The project aims to systematically study the significance of Norwegian requirements and language level for the transition to work. It will examine how language requirements are used across sectors, how Norwegian proficiency is assessed in practice, and what characterizes employers who succeed in including people with limited Norwegian skills. The project will also analyze factors that help immigrants enter and stay in employment despite limited Norwegian language skills. The knowledge will provide a better basis for understanding how language can function as both an enabler and a barrier to participation in the labor market, and can be used in policy development and to strengthen IMDi's guidance work and cooperation with employers, municipalities and other relevant stakeholders. It may contribute to more precise and flexible language requirements, clearer distinctions between oral and written skills, and better tailoring of language requirements to specific job tasks.
