Digital transformation of public-facing services

Summary

The Netherlands Ministry of Finance, through the Tax Administration, seeks a strategic partner to advise and provide practical support for adopting and embedding digital development and working methods in its Digital Services and New Childcare Financing programmes, with potential application across the Tax Administration. The services cover hands-on coaching for multidisciplinary teams, leadership coaching, development of transferable methods and training, and advice on building and scaling the digital organisation. A single-supplier framework agreement, not divided into lots, is planned for two years from 15 March 2027, with up to two one-year extensions. The estimated value is EUR 3.5 million excluding VAT and the maximum framework value is EUR 5.25 million excluding VAT.
