Co-sourcing of HRM and financial administration

Summary

Stichting Nederlands Bureau voor Toerisme & Congressen (NBTC) is procuring operational administrative services and supporting software in two lots: payroll and personnel administration, and financial and project administration. The first lot covers payroll processing, employee-record and HR administration, leave and absence records, and lease-car administration; the second covers bookkeeping, invoices and payments, project accounting, tax-return preparation and annual accounts. The indicative scale is around 50 employees and 60 active projects a year; the financial administration handles approximately €13–14 million annually. Each contract is planned for 48 months, with two possible 24-month extensions.
