Integrated cemetery maintenance and burial services
Summary
The Municipality of Zoetermeer is seeking integrated maintenance and burial services for its two municipal cemeteries. The work includes regular maintenance of landscaping, water features, paths and furnishings; tree pruning and, when ordered, replacement of trees and planting; digging and closing graves; periodic grave clearance; and other instructed tasks such as minor path repairs and manual winter gritting. The authority may separately order small additional projects, but is not obliged to do so; each such project is capped at €150,000. The volumes of project-based maintenance, time-and-materials work and optional small projects are not guaranteed. The contract starts on 1 March 2027, with an initial term of two years and one possible two-year extension. Bids must be submitted in Dutch through TenderNed by 30 November 2026. Bidders must provide three specified references and demonstrate adequate liability insurance, quality management, occupational health and safety arrangements, and business registration. Award is based on price and quality, assessed through an ownership approach plan, a visitor-hosting plan and an interview with two key personnel. During contract performance, at least 5% of the contract sum must be used to create work, training or placement opportunities for people distanced from the labour market.
