Liability Insurance for GGD Drenthe
Summary
The contract is for liability insurance for GGD Drenthe, covering third-party personal injury, property damage and resulting consequential loss connected with the organisation’s public health duties. Insured activities include, among other things, advice, information and training, as well as coordinating and arranging medical assistance during emergencies and crises in the Drenthe region. The procurement is a single lot and permits co-insurance. The policy starts on 31 December 2026 and ends on 31 December 2027. It may be extended in successive 12-month periods up to nine times; a party intending not to renew must give notice at least four months before expiry. The contracting authority prefers coverage option 1: up to €2.5 million per claim and €5 million per insurance year, with a pure financial loss sub-limit of €125,000 per claim and €250,000 per year. Option 2 provides limits of €5 million and €10 million respectively, with pure financial loss sub-limits of €250,000 per claim and €500,000 per year. The stated payroll is €27,337,972. Bids must be submitted electronically through TenderNed in Dutch by 20 November 2026 at 12:00. Price is the sole award criterion. The insurer must state the annual premium rate per €1,000 of payroll, the maximum share offered, and whether it bids as lead insurer, following insurer or both. The premium must include the 15% brokerage fee and exclude policy charges and insurance tax; the calculation basis, applicable rate and minimum premium, and any additional charges must also be stated. The required cover includes general, employers’ and environmental liability, and borrowed medical personnel must be included among the insured parties. The tender documents also set out deductibles, a retroactive date of 1 January 2007 and a requirement to allow notification of circumstances for up to three months after the policy ends.
