Framework Agreement for Daily Civil Maintenance 2027–2030

Summary

The procurement is for a framework agreement covering daily civil engineering maintenance and repairs in Almere’s public spaces. Work is ordered across six geographical lots as routine maintenance, responses to public reports and separately issued written assignments. Depending on the lot, the work includes preparatory and earthworks; removing, laying and repairing block paving and kerbs; maintaining semi-paved surfaces, fences and street furniture; maintaining or replacing traffic signs and posts; traffic management; and repairing damage caused by tree roots. Lot 5 also includes natural-stone paving; lot 6 additionally covers clean-up work and roads, bus lanes and crossings with main cycle routes. The planned initial term is 23 months, with two optional one-year extensions, for a maximum term of 47 months. One contractor will be appointed for each lot. Indicative lot ceilings, excluding VAT, are: lot 1 €5,000,000; lot 2 €2,500,000; lot 3 €6,000,000; lot 4 €8,000,000; lot 5 €3,500,000; and lot 6 €1,300,000. These figures are estimates and do not guarantee that work or revenue will be ordered. Bids may cover all six lots. A bidder may be awarded no more than two of lots 1–4 and 6; lot 5 is outside this limit. Price is the sole award criterion. Bidders must demonstrate third-party liability insurance of at least €1,250,000 per event, the required quality, environmental and health-and-safety certifications or equivalent measures, and relevant past experience. Five approved references are required for all lots, with one additional natural-stone paving reference for lot 5. No minimum turnover or tender guarantee is required. During performance, the contractor must allocate 5% of the value of each assignment to social-return measures and use compliant zero-emission equipment. The bid and required documents must be submitted electronically in Dutch, and the bid must remain valid for 60 days.
