Communications Adviser for TNO Health & Work Projects

Summary

TNO is procuring project and programme communications advisory services for its Health & Work unit from one service provider. The work includes developing communications strategies for major public-sector projects and programmes, coordinating and planning their implementation, and working with relevant organisations and other partners. The contract is planned for four years, from 1 January 2027 to 31 December 2030. The estimated overall value stated in the notice is €250,000; the tender document’s historical 2025 volume of €288,000 per year is indicative only, and TNO guarantees no minimum level of orders. The bidder must demonstrate liability insurance of at least €750,000 and provide references for four required areas of competence. Each reference must concern a completed project from the preceding three years worth at least €50,000 excluding VAT. The areas cover communications strategy for a public or semi-public multi-year programme, use of communications channels and systems, work in multidisciplinary teams with differing stakeholder interests, and creative promotion of results and impact. The lead communications adviser must have at least five years of relevant experience and several specified areas of expertise. TNO will assess offers on the basis of the best price-quality ratio: quality accounts for 70% and price for 30%. Hourly rates must fall within the prescribed ranges for the relevant roles.
