Software broker
Summary
The tender seeks one software broker under a framework agreement to supply, manage and support ’s-Hertogenbosch municipality’s general-purpose software licences, SaaS and cloud subscriptions, and related services. The broker will act as the municipality’s central contractual and administrative intermediary with software manufacturers. The scope includes, among other things, renewing and managing Adobe, Microsoft, Xential and ZENworks licences; ordering other general-purpose software; licence and contract reviews; a secure web-based licence portal and product catalogue; quotations, order processing, reporting and invoicing. The representative licence basket includes Adobe products, Microsoft licences, renewal of Xential SaaS for 2027, and renewal of support and maintenance for OpenText ZENworks Suite for 26 December 2026 to 25 December 2027. The broker must also be able to supply listed additional licences such as 1Password Business, Oracle Java SE and VMware Cloud Foundation. The municipality may separately order package selection, analysis or advisory services through a written follow-on assignment. The procurement will result in a four-year framework agreement with one supplier, starting on 7 December 2026 and ending on 31 December 2030. There is no minimum purchase commitment. The indicative total spend is €14,000,000 excluding VAT, but this does not guarantee orders. The maximum contract value is €20,000,000 excluding VAT. Bidders must submit the pricing model, prices including VAT and verifiable price support, and offer one fixed, non-negative markup for all software; a fixed hourly rate is required for non-standard services. The pricing model assumes 40 hours of non-standard services. The award criterion is the lowest total tender price. To participate, a bidder must hold Microsoft LSP authorisation and the manufacturer authorisations or partner statuses needed to supply the other products. The requirements also include adequate professional and business liability insurance, experience supplying software licences and providing a licence portal, an ISO 9001 or equivalent quality management system, and ISO 27001 or equivalent information security arrangements; the draft contract requires a valid ISO/IEC 27001 certificate with adequate scope. The bidder must submit a signed European Single Procurement Document, a current trade-register extract, the required references and price evidence, and confirm that no exclusion grounds or prohibited Russian involvement apply. The tender must be submitted through TenderNed in Dutch by 12 November 2026 at 12:00.
