Wmo Protected Housing in the Midden-IJssel Region

Summary

The Municipality of Deventer, acting for the five municipalities in the Midden-IJssel region, is procuring framework agreements for protected housing services for adults. The service includes temporary accommodation in a care facility with 24-hour proximity, supervision and support for people who cannot temporarily live independently because of psychological, psychosocial, cognitive, intellectual or addiction-related difficulties. Support should be tailored to the individual, recovery-focused and aimed at strengthening independence and preparing residents to move to independent living. There are two lots: regular protected housing with 195 places and at least 8 providers, and housing in a specifically addiction-focused environment with 15 places and at least one provider. The second lot requires both a substance-free residence and a residence where active substance use is permitted under agreed conditions. Providers must offer all three service products in each lot: regular development-focused support, enhanced development-focused support, and support focused on transition to independent living. The contracting authority sets the rates, and bids are evaluated on quality alone: service quality, 40 points; collaboration towards independent living, 30 points; and a case study, 30 points. The agreements run from 1 January 2028 to 31 December 2031, with two possible two-year extensions, up to 31 December 2035. There is no guaranteed volume or revenue. Bidders must provide evidence of eligibility and relevant experience, quality and transition plans, and a case-study response. Contract performance includes a social-return obligation equal to 5% of the contract value excluding VAT. The submission deadline is 18 December 2026 at 12:00.
