Recovery-Focused Safehouse Services in the Midden-IJssel Region

Summary

Regio Midden-IJssel is seeking providers to deliver recovery-focused accommodation and support in a safe, substance-free Safehouse for residents of Deventer, Lochem, Olst-Wijhe, Raalte and Zutphen. The service is for adults aged 18 or over who need a temporary living environment and support after addiction treatment or clinical care, helping them move towards independent living. The required care framework is the 12-step Minnesota Model. Support includes a structured daily programme, individual and group guidance, abstinence monitoring and qualified peer-support professionals with lived recovery experience. Support must be reachable by phone during evenings and nights, with on-site attendance within 30 minutes when needed. The general objective is to support clients in moving to independent living within one year. Framework agreements will cover a total of 25 places and at least six providers; each bidder must offer capacity for at least six clients. The contract is not divided into lots, and there is no guaranteed purchase volume. It starts on 1 January 2028 and initially runs until 31 December 2031, with two possible two-year extensions, up to 31 December 2035. The estimated maximum total contract value is approximately €4.2 million excluding VAT. The contracting authority sets the service rates, and bids are evaluated on quality: recovery-focused methods and suitable care (40 points), self-reliance and transition out of the service (30 points), and a case study (30 points). Bidders must provide the required qualification evidence, quality plans, a reference and their proposed capacity.
