Summary

The Municipality of Tiel is procuring a comprehensive managed IT service to take over the IT and information services currently provided by the West-Betuwe shared services organisation from 1 January 2028, after Tiel leaves that organisation and resumes control of its operations. The work includes a digital workplace for approximately 450 users and the supply, configuration and management of around 450 laptops, 50 tablets and 320 mobile phones; supply and management of local network equipment, firewalls and access points; hosting, connectivity and technical management for around 300 applications, including data hosting and identity and access management; continuous security monitoring, log analysis, incident detection and response, and reporting; and IT consultancy. The supplier is responsible for implementing the service and managing the transition, including migrating Tiel’s environment to a separate Microsoft tenant. The contract will be awarded to one service provider for an initial four years, with three possible extensions of three years each, up to a maximum total term of 13 years. This is a restricted procedure: applications to participate must be submitted through TenderNed by 11 November 2026 at 10:00. Normally, up to four candidates will be shortlisted for the tender stage. At the later stage, tenders will be evaluated on the best price-quality ratio; the award criteria will be specified to the shortlisted candidates. To participate, a candidate must provide five references demonstrating the required experience, hold liability insurance of at least €1,250,000 per event, and demonstrate the required quality and information-security management standards. An ISO 14001 certificate must accompany the application to earn points under the environmental criterion. The detailed reference, certification, evidence and exclusion requirements are set out below.
