Cyber Team Europe initiative ‘Safe Digital Boost for Africa (SDBA) Continental’

Summary

This service contract supports the continental activities of the Safe Digital Boost for Africa (SDBA) European project, in cooperation with the African Union. It focuses on building cybersecurity capacity in four areas: critical information infrastructure protection, public-private partnerships, cyber skills and human capital development, and cyber hygiene awareness. The work includes developing a continental critical-infrastructure protection framework and coordination network, supporting workshops, preparing policy briefs on partnership use cases, producing a position paper on cyber skills, and delivering an awareness campaign and launch event. The estimated value is EUR 431,700, excluding Dutch VAT and including local taxes and costs. The planned term runs from January 2027 to 30 June 2028, with a unilateral six-month extension option for the contracting authority. Bids must be submitted electronically by 12:00 on 11 November 2026; the deadline for questions is 12:00 on 19 October 2026. Quality carries 100% of the award weighting and price 0%. Tenderers must demonstrate two core competencies: experience in cybersecurity or digital capacity building in Africa, and experience delivering projects with international consortia and producing annual narrative and financial reports in line with EU guidelines. A signed client reference must be provided for each competency; one reference may cover both. The comparable work in each reference must be worth at least EUR 250,000 and fall within the five years preceding the bid deadline. For ongoing assignments, only completed results count. The bid must include the technical approach and completed budget form required by the tender documents.
