Management, maintenance and support services for the AZURE groundwater model, 2027–2029 (optional 2030)

Summary

The procurement covers management, maintenance and support services for the AZURE groundwater model, versions 2.0.0 and later, for 2027–2029, with an option to extend for one year through 2030. Work includes routine model administration and release management, answering user questions, resolving data and model errors, and further developing AZURE. The contractor will organise four consortium meetings, 12 management and maintenance meetings, and one annual user meeting; notify users of significant updates; and, if needed, support the handover to a new service provider. Core services are paid at an annual fixed price, while variable work is ordered as needed at the bidder’s proposed single all-inclusive hourly rate. The price offer must account for an estimated 2,250 hours of variable work. The estimated total value is €200,000 excluding VAT per contract year; the spending cap is €600,000 excluding VAT for three years and €800,000 excluding VAT for four years. The contracting authority does not guarantee that these amounts or the estimated revenue will be reached. The tender submission deadline is 12 November 2026 at 10:00. Tenders must be submitted electronically through TenderNed and in Dutch. The total available score is 1,000 points: project team 230, user-service approach 130, operational management approach 200, vision for the future of AZURE and regional groundwater modelling 100, and price 340. Bidders must submit the required insurance evidence, three qualifying experience references, a trade-register extract, the European Single Procurement Document, pricing forms and a declaration concerning Russian involvement. During contract performance, communication must be fluent in Dutch, and in-person meetings are to be held in the central Netherlands, preferably Utrecht.
