Short- and long-term vehicle rental for 2027–2028

Summary

The Municipality of Apeldoorn seeks one supplier under a framework agreement to provide short- and long-term vehicle rentals when its own fleet is insufficient or a specific vehicle type is needed. The procurement covers passenger cars, electric vehicles and, where required, commercial vehicles. The agreement runs from 1 January 2027 to 31 December 2028, with two possible one-year extensions and, in certain circumstances, a further continuation of up to six months. The estimated value including extensions is €255,000 and the maximum contract value is €382,500. The framework agreement guarantees neither a volume of orders nor any minimum purchasing commitment. The supplier must make vehicles available, deliver and collect them, provide maintenance and technical support, and offer 24-hour assistance in the Netherlands, Belgium and Germany. An urgent short-term rental vehicle must be delivered within 30 minutes; a vehicle that is not fully operational must be repaired or replaced with an equivalent within 30 minutes. Vehicles are subject to requirements for age, mileage, equipment, condition and insurance; electric cars must meet category-specific minimum WLTP range requirements. Offers are evaluated on price, service organisation and sustainability. Tenders must be submitted electronically and remain valid for three months. Bidders must also demonstrate the required experience through two vehicle-rental references and, during contract performance, fulfil a Social Return obligation of at least 5% of the contract value.
