Stichting Aurelia is procuring temporary staffing and recruitment and selection services for teaching and educational support roles. The procurement has two lots: Lot 1 covers temporary assignments, urgent capacity needs and hard-to-fill vacancies; three framework suppliers will be appointed, with an estimated value of EUR 1,400,000. Lot 2 covers recruitment and selection for permanent positions; one supplier will be appointed, with an estimated value of EUR 160,000. The total estimated value is EUR 1,560,000. The initial framework periods are one year for Lot 1, with three possible one-year extensions, and two years for Lot 2, with one possible two-year extension. In both lots, quality criteria account for 60% of the evaluation and price for 40%. Lot 1 quality evaluation covers service quality and responsible employment practices, as well as additional candidate-reach capability; the pricing conversion factor must not exceed 2.5. Lot 2 quality evaluation covers recruitment and selection services and the candidate-sourcing strategy; the fee, expressed as a percentage of the candidate’s gross salary, must not exceed 15%. The supplier must meet applicable data-protection, employment-law and other requirements; Waadi registration is also required for Lot 1. Contract performance includes a 2% social-return obligation.
