Processing the Government-Wide Construction and Demolition Waste Stream

Summary

The procurement seeks one contractor to process the Dutch central government’s mixed construction and demolition waste and direct as much of it as possible to reuse, recycling or another beneficial use. Waste collection, containers and transport from participating agencies to the contractor’s designated location in the Netherlands are outside the contract. If processing takes place elsewhere in the European Union, the contractor must arrange and pay for onward transport from the Dutch receiving location. The planned contract runs from 1 January 2027 to 31 December 2029, with a one-year extension option exercisable by the contracting authority. The estimated volume over the maximum four-year term is 4,000,000 kg, or approximately 1,000,000 kg per year; actual volumes may vary and the estimate is not guaranteed. Bidders must quote an all-inclusive price per kilogram. The contract will be awarded on the basis of price and quality: price carries a 30% weighting and quality 70%. Quality is assessed on energy required for processing, transport climate impact, recovered materials, and the transparency of the processing chain. Bidders must demonstrate a comparable waste-processing reference covering at least 2,400,000 kg within the previous three years and have a compliant quality and environmental management system or an equivalent arrangement. Required operational permits, adequate financial and economic capacity, and appropriate liability insurance are also required. The bid must include the required declaration, reference, price schedule, quality responses and waste acceptance conditions. The revised bid deadline is 17 November 2026 at 10:00. Bids must be submitted electronically in Dutch.
