Summary
The procurement seeks one integrated design team for the restoration, renovation, sustainability improvements and new public use of Tilburg’s historic Palace Town Hall. The team must include a restoration architect as lead partner, an electrical and building-services designer, a structural engineer, and a building-physics adviser responsible for acoustics and fire safety. The services cover architectural, interior, building-services and structural design; construction-cost advice; coordination of the project; and guidance and supervision during implementation. The design must respect the protected heritage value of the building while addressing public use, accessibility, modern building systems and sustainability. The construction budget is EUR 8,000,000 excluding VAT. The contract is planned to run from final award until completion, scheduled for October 2029. This is a European restricted procedure. Applicants first submit a request to participate; up to five applicants meeting the suitability requirements will be selected for the tender phase based on the selection criteria. Applications must be submitted through TenderNed by 9 November 2026 at 10:00. Applicants must cover the complete contract, but may apply as a consortium or rely on the capacities of other entities. The application must include the required forms, discipline-specific references and a signed declaration confirming the absence of prohibited Russian involvement. Selected candidates will later submit tenders, evaluated on the basis of the best price-quality ratio; the quality assessment will consider the restoration approach and the design vision.
