Liability and Good Employer Insurance for the Municipality of Hoeksche Waard
Summary
The Municipality of Hoeksche Waard is procuring municipal liability insurance and good-employer liability insurance from 1 January 2027. The liability policy must cover claims by third parties for personal injury, property damage and financial loss. Minimum limits are €5,000,000 per claim and €10,000,000 per insurance year for personal injury and property damage, and €2,500,000 per claim and €5,000,000 per year for financial loss. The deductible is €2,500 per claim. The policy must also include retroactive cover for acts or omissions from 1 January 2004 and a three-month extended reporting period after the insurance ends. Good-employer cover applies only to work-related incidents, with limits of €2,500,000 per claim and €5,000,000 per year; the deductible for property damage is €250. The contract starts on 1 January 2027 and runs initially for 36 months, with two mutual 12-month extension options; the maximum term is five years. Bidders must quote the premium per resident and the premium for good-employer insurance. Price is the sole award criterion. The bid must also include the required description of insurance cover and a price for the optional claims-handling service for claims within the deductible. The submission deadline is 10 November 2026 at 12:00. Bids must be submitted through TenderNed in Dutch. Bidders must demonstrate financial strength of at least Standard & Poor’s BBB or equivalent, experience insuring similar risks, the relevant insurance or intermediary authorisation, and a suitably qualified claims-handling team with Dutch-language skills.
