Wmo Individual Support Services in Coevorden and Borger-Odoorn

Summary

The municipalities of Coevorden and Borger-Odoorn are procuring individual support services under the Dutch Social Support Act (Wmo 2015) and will conclude a framework agreement with providers that meet the requirements. The services cover three product levels in both municipalities: Light, Regular and Heavy support. Services are due to start on 1 August 2027. The initial term runs to 31 July 2031, with two possible two-year extensions, for a maximum total term of eight years. The estimated combined value for both municipalities is €26,310,000 excluding VAT; including a maximum estimated 50% margin, the maximum contract value is €39,465,000 excluding VAT. Bidders must prove that they have provided allocated support under Wmo 2015 to at least five clients for at least 12 consecutive months, using a properly completed and signed reference form for each reference. Staff must have the education and qualifications required for the relevant product level. Staff who come into contact with clients must have a valid certificate of conduct issued no more than three months before starting work. The tender documents also require ownership and governing-body information about the bidder, its parent company and subcontractors for Bibob due diligence. Bids will be evaluated 100% on quality; price carries no evaluation weight, and the rates are set in advance. The quality criteria are cooperation (20 points), services to residents (40), service quality (30) and qualified staff (10). Bids must be submitted electronically by 10 December 2026 at 10:00. The deadline for questions is 13 November 2026 at 10:00.
