Liability and Good Employer Insurance for Waterschap Limburg
Summary
Waterschap Limburg is seeking one insurer to provide water-authority liability insurance together with good-employer-practice and employee injury cover. The policy must cover, among other things, property and personal injury, pure financial loss, visitor injuries, hunting risks, financial loss arising from procurement procedures, and good-employer liability. The principal limits are EUR 5 million per claim and EUR 10 million per insurance year for property and personal injury; EUR 2.5 million per claim and EUR 5 million per year for pure financial loss; and EUR 5 million per accident and EUR 10 million per year for good-employer cover. Further specified extensions are required, and the policy must meet the tender’s draft terms at least to the stated equivalent standard. The contract starts on 1 January 2027 for an initial three years, with three possible 12-month extensions, for a maximum total term of six years. The basic option may have a deductible of up to EUR 5,000 per claim for property and personal injury and financial loss; a EUR 12,500 deductible option must also be priced. Under the good-employer cover, the deductible is at most EUR 250 for property damage and zero for personal injury. Bids will be ranked by the lowest total premium. The comparison uses the EUR 5,000 deductible option and adds the liability premium to the good-employer insurance premium. The latter must be quoted as a fixed price per full-time equivalent, using 755.36 full-time equivalents as the calculation basis. Bidders must price every category and accept the draft insurance terms without impermissible reservations. To participate, the bidder or represented insurer must have the required financial rating or equivalent financial standing, underwriting and claims departments experienced with contracts of comparable scale, the necessary authorisations, and at least two experienced risk engineers employed permanently. The bidder must also be connected to E-ABS by 1 January 2027 and provide evidence of its qualifications. Bids must be submitted electronically through TenderNed in Dutch by 12 November 2026 at 12:00 and remain valid for three months.
