Construction All Risks Insurance

Summary

The tender is for a continuous Construction All Risks (CAR) insurance policy for the Municipality of Nissewaard. The insured activities consist mainly of sewerage and road works, as well as civil engineering and building projects. The estimated annual value of the work is EUR 24 million excluding VAT: EUR 9 million for civil maintenance, EUR 12 million for civil engineering projects and EUR 3 million for building works. The policy must also cover run-in risks from the preceding period; as the policyholder cannot provide a separate list, this risk must be included in the premium rate. The contract starts on 1 January 2027 and has an initial term of 2 years. By mutual agreement, it may be extended up to three times for 12 months each, to a maximum total term of 6 years. Bidders may submit as lead insurer, following insurer, or in both roles. The lead insurer must cover at least 25% of the insured risk, and the insurers’ combined offers must be capable of providing 100% coverage. The insurance must comply with the tender requirements and draft policy, without deviations that reduce protection for the policyholder. Price is the only award criterion: the contract is awarded on the basis of the lowest total annual premium. Bidders must provide the required evidence of registration, authorisation, financial strength and claims-handling capability, together with the signed tender forms. Offers must be submitted electronically in Dutch by 10 November 2026 at 10:00 and remain valid for 90 days. Variants are not permitted.
