Municipal fleet insurance for ’s-Hertogenbosch

Summary

The tender seeks one insurer to provide a policy for the municipal vehicle fleet of ’s-Hertogenbosch. The new insurance is to start on 1 January 2027 for an initial 24 months, with up to two 12-month extensions by mutual agreement, for a maximum total term of four years. The policy must cover third-party motor liability, comprehensive vehicle damage, passenger accident losses, and work-related risks for specified vehicles. Bidders must quote ten fixed net premiums: separate third-party liability and liability-plus-comprehensive rates for passenger cars, vans, trucks, mopeds and motorcycles. Rates must be stated in per mille and exclude insurance premium tax, brokerage remuneration and commission. They remain fixed during the initial 24-month term, although use of the CBS HICP 2015=100 inflation index after 12 months is permitted. Evaluation gives 80% weight to price and 20% to the social return (SROI) commitment. A bidder answering yes to meeting the SROI requirement receives a fictional 5% deduction from its annual premium for evaluation only; this does not reduce the premium actually payable. The policy must meet the tender documents’ minimum coverage, claims-handling and service requirements. For example, new claims must be taken into handling within 1–3 working days, and comprehensive damage claims must be paid within 14 days after all required documents have been received. Requirements also include 24-hour claims assistance, cover for all vehicle occupants, specified work and loading/unloading risks, a replacement vehicle during repairs to a passenger car or van, and prompt, careful processing of vehicle-registration changes. Deductibles are EUR 150 for passenger cars, EUR 250 for vans, EUR 1,000 for trucks and EUR 75 for motorcycles and mopeds, for both liability and comprehensive cover. Providing a replacement vehicle equivalent for WeenerXL’s work when a vehicle is unavailable is a buyer preference. Bidders must demonstrate the required financial rating, the insurer’s technical and professional capacity, necessary operating authorisations, connection to the E-ABS system and access to at least two experienced risk specialists. The offer must be submitted electronically through TenderNed, in Dutch and duly signed, with the European Single Procurement Document, price schedule and price breakdown. The submission deadline is 16 November 2026 at 14:00.
