PMD Waste Collection Bags 2027–2030

Summary

The tender covers the supply of bags for the separate collection of PMD waste—plastic packaging, metal packaging and beverage cartons—for the Municipality of Lansingerland. A multi-supplier framework agreement will run from 1 January 2027 to 31 December 2028, with two possible 12-month extensions at the municipality’s option. There is no price-based ranking when suppliers are admitted to the framework: all bidders meeting the requirements may join. Subsequent orders will be competed among framework suppliers, and the lowest-priced compliant offer will win each mini-competition. Estimated demand is about 1.5 million bags per year, but this is not a purchase guarantee; the framework’s maximum value is €600,000 excluding VAT. An indicative order may be around 1.5 million bags, with a minimum call-off of four full Euro pallets. Deliveries will be made in stages as required by the municipality: the first delivery is due within five calendar weeks of winning a mini-competition, and subsequent deliveries within five working days of a call-off. Bidders must meet detailed product, quality and logistics requirements and provide evidence of relevant experience, insurance, company registration and quality management. Five sample rolls, each containing 10 bags, must also be provided with the first delivery.
