Broker services for Banenplein Limburg
Summary
Banenplein Limburg is seeking one provider for an integrated workforce-brokerage and temporary staffing service. The work includes sourcing and preselecting suitable candidates, contracting, supplier and contract management, invoicing, reporting, and managing risks associated with temporary staffing. The service will support 11 participating public-sector organisations in North and Central Limburg, using agency workers, seconded staff and self-employed contractors. The provider must also implement and operate a vendor management system (VMS). An optional service is Statement of Work, under which the provider can organise assignments for defined work packages or deliverables. A framework agreement will be awarded to one provider. Its initial term is four years from 27 March 2027, with each participating organisation able to extend it unilaterally twice for one year, up to 27 March 2033. The estimated volume is approximately €50 million per year and the maximum contract value is €500 million; neither figure guarantees a minimum volume of orders. The tender deadline is 13 November 2026 at 10:00. Quality accounts for 70% of the evaluation and price for 30%. The quality subcriteria are implementation and transition (10%), service and quality (25%), the Statement of Work approach (15%), and case presentations (20%). Bidders must provide the required registrations, insurance and financial-capacity evidence, references covering three specified competencies, and ISO 9001:2015 and ISO 27001 certificates or equivalent evidence. The tender must include the signed European Single Procurement Document, references, price schedule, quality responses and required declarations. The price schedule sets an hourly markup range of €1.50–€3.50 for the full brokerage service and €0.75–€1.50 for contract services and administration; it lists a BPL funding contribution of €0.30 per hour. The bidder must confirm compliance with the detailed service, data-protection, information-security, employment-law and reporting requirements in the tender documents and contract.
