Engineering Services for Major Asphalt Road Maintenance

Summary

The tender is for a framework agreement with one engineering services provider to plan the reconstruction and life-extending maintenance of asphalt roads in the rural area of Hollands Kroon. For each year from 2028 to 2031, the contractor will inspect roads with the municipality, define the maintenance scope, and prepare design drawings, quantity schedules and a RAW specification in line with CROW guidance, including working drawings, a health and safety plan and a cost estimate. The work also includes preparing the documents needed to tender the construction works and addressing substantive questions. If needed, additional tasks may include pavement measurements, utility-information requests and pavement maintenance advice. Asphalt investigations, construction supervision and running the works procurement procedure are outside the scope. The agreement will be awarded to one contractor for up to four years, with a maximum total value of €300,000 excluding VAT. The bid must include a completed European Single Procurement Document, a price list, the required reference form, and separate plans for quality and knowledge assurance and for project management and cooperation. The award criteria are quality and knowledge assurance (40%), project management and cooperation (30%), and price (30%). Bids must be submitted electronically through TenderNed by 16 November 2026 at 10:00. Variants, partial bids and reservations are not permitted. Bidders must meet requirements for business registration, professional indemnity insurance of at least €1,500,000 per claim and per year, and three references for asphalt-road engineering work. The team must include a draftsman/specification writer, project manager and asphalt specialist with the specified qualifications and experience, and staff delivering the services must speak and write Dutch. Submission of a bid constitutes acceptance of all tender requirements. Prices are evaluated using a fictitious number of hours; submitted hourly rates remain fixed during the agreement, except for any indexation provided for in the contract.
