Maintenance of artificial turf pitches

Summary

The municipality of Halderberge is procuring routine, major and specialist maintenance for six artificial-turf sports fields, divided into three lots in Hoeven, Oudenbosch and Oud Gastel. Work includes brushing and levelling infill, removing debris and weeds, inspecting the surface, seams, markings and drainage, and carrying out deep cleaning, decompaction and infill replenishment where required. Maintenance must follow current manufacturer and sports-federation guidance and the BSNC quality standard or a demonstrably equivalent standard. Infill use and movements must be recorded; the contractor must provide digital maintenance reports after work and keep a digital maintenance log. Bidders may tender for one, two or all three lots, but each bid must cover the entire lot. The contract starts on 1 March 2027, runs for two years and may be extended twice for one year each. Football pitches receive weekly maintenance from August to November and February to May, and fortnightly maintenance in June. Hockey and korfball pitches receive weekly maintenance from September to November and March to May, and fortnightly maintenance in June, August and February. No maintenance is scheduled in January, July or December. Bidders must quote all-inclusive prices excluding VAT; infill is paid for according to the quantity actually delivered. Bids must be submitted electronically in Dutch by 16 November 2026 at 10:30. They are evaluated on the best price-quality ratio. The bid must include a K1 response describing digital monitoring and quality assurance (up to 2 A4 pages) and a K2 response describing three measures to reduce CO₂ emissions (up to 1 A4 page). A social-return obligation worth 5% of the contract value excluding VAT applies during contract performance. Bidders must have the required reference experience, VCA* or equivalent certification, the specified liability insurance and registration in a professional or commercial register.
