Summary

This procurement is for a framework agreement with one supplier for Veiligheidsregio Brabant-Noord’s office furniture. The scope includes furniture advice and inventory, assessment of whether existing items can be retained, relocated, maintained, repaired, refurbished or reused, and the supply and installation of suitable used, refurbished or new furniture. Custom-made furniture is outside the scope. Items include desks, meeting and canteen tables, office, meeting and canteen chairs, drawer units, cabinets and desk screens. The estimated framework value is €373,000 and the maximum value is €559,500. The initial term is two years, with two possible one-year extensions, for a maximum total term of four years. Bids must be submitted through TenderNed by 10:00 on 16 November 2026. Tender documents and bids must be in Dutch or accompanied by a Dutch translation. Bidders must submit a signed European Single Procurement Document, a signed declaration accepting the requirements, responses to quality criteria K1–K3, a completed price schedule and a complete product list with descriptions, dimensions, material and colour options, prices and images. The award is based on price and quality: quality accounts for 70 points and price for 30. Furniture must meet applicable safety and quality requirements. Among other things, it must comply with the latest NPR 1813 standard or an evidenced equivalent suitable for 95% of the working population. New furniture must have a technical life and warranty of at least 10 years; refurbished furniture must carry a warranty of at least 5 years, and spare parts must remain available for 10 years. Requirements also apply to formaldehyde, upholstery durability and hazardous substances. The supplier must provide a quotation within five working days of receiving a complete request and normally deliver within 10 weeks of an order. Repairs are normally due within 10 working days. During the contract, the supplier must provide a Social Return performance worth at least 1% of the cumulative contract payments excluding VAT. The bidder must be registered in the relevant professional or commercial register and hold business liability insurance covering at least €500,000 per claim, capped at €1,000,000 per insurance year.
