Supply, implementation and maintenance of a digital enforcement application

Summary

The procurement covers the supply, implementation, hosting, security, maintenance, support and updates of a SaaS-based digital enforcement application for the municipality of Soest's special enforcement officers. The application must support mobile enforcement, recording of data and cases, preparation of fines and reports, and compliance with the Dutch Police Data Act and the General Data Protection Regulation. It must support at least 15 users and provide, among other things, connections to the vehicle register, personal identification data, disabled parking card data, the trade register, criminal justice data and document-management systems. The contract starts on 1 January 2027, implementation must be completed within six months, and service delivery must start no later than 1 July 2027. Tenders must be submitted by 10 November 2026 at 14:00. Evaluation is based on the best price-quality ratio: service wishes up to EUR 155,500, audit trail up to EUR 150,000, demonstration up to EUR 150,000, and tender price. Bidders must provide responses based on existing functionality, an audit-trail description of no more than 10 pages and a working solution demonstration lasting no more than 60 minutes.
