Summary

The tender covers the provision of qualified bridge operators for the Nieuwegein municipal control centre and the current service area of 14 bridges, including local bridge operation when required. The contracting authority intends to conclude a framework agreement with one supplier, starting on 1 April 2027, with an initial term of two years and possible extensions until 31 March 2031. The estimated volume is 9,000 hours per year and 36,000 hours over four years; the estimated total value is EUR 1,680,000 excluding VAT and the maximum call-off value is EUR 3,360,000. The contract will be awarded on the basis of the lowest total price, with a four-year tender price ceiling of EUR 1,800,000 excluding VAT. Tenderers must submit the ESPD, the required reference and financial and insurance evidence, and must provide a compliant pool of 10–15 bridge operators, schedules, rapid replacements and a 5% social return commitment.
