Mobile data and voice services

Summary

The tender concerns the provision of mobile voice and data services to TNO, including Microsoft Teams integration for fixed telephony, SIM and eSIM cards, indoor coverage, service support, reporting and migration of existing subscriptions. TNO requires a mobile network operator with its own network; mobile devices are excluded. The service covers approximately 5,000 subscriptions: around 4,500 voice-and-data subscriptions, 50 voice-only subscriptions and 450 data-only subscriptions. The intended contract start is 1 January 2027, with an initial five-year term and two optional two-year extensions, for a maximum end date of 31 December 2035. The bidder must submit the required European Single Procurement Document, the unmodified pricing sheet, quality responses and, where applicable, third-party documents. The tender must be submitted in Dutch, duly signed and uploaded electronically by 12 November 2026 at 23:59. Price carries up to 600 points and quality up to 400 points. The submission must address, among other matters, the Teams connection, 4G/5G services, at least 95% indoor coverage, service levels, reporting, application interfaces, identity and access management, international data bundles and the use of Chinese-origin equipment in indoor coverage solutions.
