Summary

The tender concerns the procurement of a new financial information system for the municipality of Sittard-Geleen. The supplier must provide the software and licences, carry out approximately 12 months of implementation, data migration and integrations, and provide user training, maintenance, support and further development. The solution must cover the full financial chain, including the general ledger, purchasing and sales processes, budgeting, projects, assets, subsidies, reporting and integrations. The initial contract runs for 6 years from 7 January 2027, with the first year dedicated to implementation; it may be extended up to 4 times for 3 years. Tenders must be submitted electronically by 9 November 2026 at 10:00 and must include the required qualification and bid documents, implementation and management plans, price schedule and demonstration. Price accounts for 30% and quality for 70% of the evaluation. The supplier must also meet all mandatory functional, security, accessibility, data-protection, integration and service-level requirements and allocate at least 2% of the contract value to the Social Return obligation.
