e-HRM and payroll solution

Summary

Senzer is procuring a cloud-based e-HRM and payroll solution from one contractor, including implementation, data migration, integrations, go-live, support and further development. The solution must support the full employee lifecycle from recruitment and onboarding through offboarding, as well as personnel and payroll administration, leave, absence management, self-service, workflows, digital personnel files, reporting and connections to Senzer’s systems. The initial contract term is 5 years and may be extended 15 times by one year; the maximum term is 20 years. The estimated total value is EUR 3,715,000 excluding VAT, consisting of EUR 3,640,000 for the main scope and an estimated EUR 75,000 for revision clauses. The contractor must fulfil a Social Return obligation equal to 2% of the contract value excluding VAT. The tender submission must include, among other documents, a signed European Single Procurement Document, a declaration confirming the absence of Russian and Belarusian involvement, a commercial-register extract, references, service and implementation plans, the completed requirements and wishes programme, the price sheet and a price specification. The award criteria are service and cooperation (30 points), implementation plan (15 points), demonstration using use cases (25 points), programme of wishes (10 points) and price (20 points).
