Small-scale residential facilities (KWV)

Summary

The tender concerns small-scale residential facilities for young people, generally aged 12 to 18. Each facility accommodates four to six young people and provides 24/7 supervision and support by permanent specialist care staff, with emphasis on family-oriented care, continuity, the young person’s local network, schooling and social environment, systemic work and unconditional housing. The authority intends to contract a maximum of six strategic partners under a framework agreement lasting up to 96 months. Bids must be submitted electronically by 20 November 2026 at 10:00. Quality and partnership capability are assessed through practical case-based submissions, while capacity, regional coverage and specialist expertise are also scored. Prices are fixed in the procurement documents and are not scored. No tender guarantee is required.
