Summary

The municipality of Goeree-Overflakkee is procuring one contractor for a civil affairs software solution. The scope includes SaaS delivery and usage rights, technical and organisational implementation, data migration, training, technical and functional management, maintenance and support. The solution must support population registration, civil status, travel documents, driving licences, certificates of conduct, elections, citizen self-service portals, reporting and integrations with the required government and municipal systems. The contract starts on 4 January 2027, with initial implementation from 4 January 2027 until no later than 1 October 2027. The guaranteed period is 5 years, with up to eight optional one-year extensions, for a maximum duration of 13 years. The estimated total value is between EUR 547,000 and EUR 2,492,000 excluding VAT. Offers are due by 9 November 2026 at 09:00. Price carries 20% and quality 80% of the award evaluation. A 2% Social Return obligation applies to the total contract value.
