Summary

The tender concerns the supply, implementation, hosting, management and maintenance of one 100% SaaS financial system for Werkorganisatie HLT Samen, serving four separate administrations for Hillegom, Lisse and Teylingen. The solution must include integrations, limited data migration, preservation of historical data, training, support, reporting and ongoing updates. It must be fully usable in Dutch and support Dutch public-sector financial, tax, reporting, privacy and information-security requirements. The tender is a single-lot open procedure. Bids must be submitted electronically by 9 November 2026 at 10:00. The contract covers five years plus implementation and may be extended four times by two years, for a maximum period of 13 years. Awarding is based on best price-quality ratio: price accounts for 20 points and quality for 80 points. The quality assessment includes the implementation and support plan, the multi-tenant development vision, the programme of wishes and product demonstrations. The price ceiling is EUR 2,300,000 excluding VAT, including a maximum of EUR 700,000 for implementation and EUR 1,600,000 for ten years of annual costs. A successful bidder must also complete a Proof of Concept before final award.
