Implementation of the National Insulation Programme and Heat Transition

Summary

The tender concerns the implementation of the National Insulation Programme and the heat transition in the municipality of Loon op Zand. It is divided into two lots: lot 1 for insulation measures and lot 2 for tailored energy advice. The contractor must organise and coordinate insulation actions, carry out home surveys, prepare advice and quotations or action plans, coordinate local/regional parties, provide subsidy handling and digital progress reporting, and for lot 2 also provide follow-up label services. The contract is a multi-year framework agreement with a fixed term of 1 year from 1 November 2026, extendable 3 times by 1 year, with a maximum of 1,900 measures across both lots. The bidder must meet experience, certification, insurance and registration requirements.
