Supply of teaching and teaching support staff

Summary

The tender concerns the supply and brokerage of flexible staff for secondary education, mainly teachers and teaching support staff. The contract is a framework agreement for 4 years with two possible 1-year extensions, and up to 5 suppliers may be selected. The award is based on the best price-quality ratio (30/70). A bidder must be able to provide qualified teachers for temporary cover, support schools with recruitment and administration, and offer a broker function when needed. The tender also requires Dutch language proficiency for the staff involved, compliance with labour and tax obligations, and use of an electronic system for requests and administration. The machine-readable notice and documents include concrete qualification requirements: registration in the business/professional register, Wtta permit, SNA certification or equivalent, G-account, StiPP pension compliance, insurance, financial capacity, references, and a signed UEA form. The bidder must also submit the required price sheet, quality answers and references with the bid.
